Christos Alexakos holds a degree and a PhD in Computer Engineering and Informatics from
the University of Patras. He is an elected Principal Researcher at the Industrial Systems
Institute of the Athena Research Centre. He is co-founder and COO of InSyBio (Intelligent
Systems Biology), a bioinformatics company with a presence in Greece and the United
States. He has served as a lecturer at the TEI of Messolonghi and at the School of Medicine
of University of Patras. He is also a member of the Editorial Board of the scientific journals
Digital Manufacturing Technology and Annals of Forensic Science and Research. He is a
member of the Research Ethics WG of the European Research Consortium for Informatics
and Mathematics (ERCIM). In addition, he has volunteered as a mentor at three Greek startup

Grigoris Alexopoulos was born in Patras in 1967. He is married and has a daughter.
He graduated from the 2nd High School of Patras in 1984, was admitted with a
scholarship to the Department of Civil Engineering of the Polytechnic School of the
University of Patras. In 1990 graduated and began his work as a freelance Civil
Engineer.
He was elected President of the Association of Civil Engineers of Achaia in 1996 and
a member of the Delegation of the Technical Chamber of Greece / Department of
Western Greece Region.
He was elected Mayor of Olenia Municipality for the first time in 1998 and as mayor
he was elected as Secretary of the Union of Municipalities and Communities of the
Achaia Prefecture.
After winning the Municipal Elections in 2002, he was re-elected Mayor of Olenia
Municipality, while in the Board of the Union of Municipalities and Communities of
the Achaia Prefecture he was elected first as Vice-President (2002-2004) and then as
President till the end of the mandate (2004-2006).
In 2006 he was elected for the third time Mayor of Olenia Municipality, and he had a
second mandate as President of the of the Union of Municipalities and Communities
of the Achaia Prefecture. Moreover, in 2008 he was elected President of the Waste
Management Association of the Achaia Prefecture.
In the Regional Elections of November 2010, he was elected Governor of Achaia
Regional Unit and he was appointed as Deputy of the Governor of Western Greece
Region. In the Regional Elections in 2014, he was re-elected in his duties. he
continued in the position of Deputy Regional Governor of Achaia.
In the Municipal Elections of 2019, he was a candidate for Mayor of Patras, where he
was elected Leader of the Major Opposition in the Municipal Council of Patras.
From October 2019, he was elected President of the Solid Waste Management
Association of the Prefecture of Achaia, while since 2019 he has been elected
President of the Supervisory Board of Regional Union of Municipalities of Western
Greece and Member of the Energy, Environment and Waste Management Committee
of the Central Union of Greek Municipalities.
In the elections of October 15, he was elected Mayor of Western Achaia, while he
was re-elected President of the Solid Waste Management Association of the
Prefecture of Achaia and member of the Board of Directors of the Central Union of
Municipalities in Greece.
He has been: Member of the Board of Directors of the Organization "Patras -
European Capital of Culture 2006", Vice President of "Development Achaia SA",
member of the Board of Directors of the Tourism Development Company of Western
Greece and member of the Finance Committee of the Central Union of Municipalities
and Communities of Greece.

Spyridon Basilakos has been the Director of the National Observatory of Athens & President of the BoD since June 25, 2025. He has previously served as Director of the Institute for Astronomy, Astrophysics, Space Applications and Remote Sensing (IAASARS) at the National Observatory of Athens, as Research Director at the Academy of Athens (Research Center for Astronomy and Applied Mathematics), and has worked as a Visiting Professor at the European University Cyprus. Furthermore, he is the President of the Greek National Committee for Astronomy, that advises the Greek government for issues which are related to Astronomy and Astrophysics, as well as the National Delegate in the International Astronomical Union (IAU). He is ranked among the top 2% of the world's most influential scientists according to the annual Stanford University ranking, while over the last decade, he has received five honorary distinctions in various international competitions. His research interests focus on Theoretical Astrophysics and Cosmology.

I was born in Himarë. My family was forced to give me the name Fredis because the communist Hoxha regime did not allow us to have Greek names. Today, I am married to Antonia Tatou and have two children, Hermione and Petros.
1972 – 1990
With the collapse of the regime in Albania and the opening of the borders, together with tens of thousands of Northern Epirotes, I made my way to Greece. As soon as I arrived, I was baptized in Zakynthos and took the name Dionysios.
1990 – 1994
I worked for four years in Zakynthos and later in Athens, where I owned a plumbing installations company for approximately twenty years. At the same time, I studied at the Department of International and European Studies at Panteion University.

My involvement in public affairs began with the establishment of the Himarriotes Union, where I served as Secretary General and President.
2009
Since 2009, I have been a member of the General Council of the organization “Democratic Union of the Greek Ethnic Minority – OMONOIA”, which fights for the rights of the Greek minority in Albania.
2014
I returned to and now live in Himarë, where I am active in the tourism and hospitality sector. In the same year, I was elected Vice President of the General Council of OMONOIA. In addition, I became active in its local branch as President.

I welcomed Greek Prime Minister Kyriakos Mitsotakis to Himarë, in a unique moment of national uplift for the Hellenism of Himarë.
May 2023
In the municipal elections, I ran as a candidate for Mayor of Himarë. On 12 May 2023, two days before the elections, I was arrested and imprisoned on fabricated charges. Despite my imprisonment and the climate of intimidation that prevailed, the people of Himarë elected me Mayor of Himarë. Since then, and for 15 months, I remained imprisoned and was denied the presumption of innocence — the democratic principle that citizens choose their local representatives — and as a result, I was not allowed to be sworn in as Mayor.

The Albanian court sentenced me, without evidence, to two years in prison.

Paraskevi (Vivi) Charalampogianni has served as Deputy Minister of the Interior since June 2023. Her responsibilities include the full spectrum of human resources management procedures in the public sector and local government, the simplification and optimization of administrative processes, the regulation of civil society and public-benefit organizations, as well as the performance target-setting system for public sector executives.
During the 2019–2023 period, she served as Secretary General for Human Resources in the Public Sector at the Ministry of the Interior, overseeing public sector workforce management and the modernization of public administration structures. Under her coordination, significant reforms were launched in the Greek public administration, including the modernization of the public recruitment system and the strengthening of the Supreme Council for Civil Personnel Selection (ASEP), the introduction of a new framework for performance management, evaluation and employee rewards in the public sector, the activation of Administrative Secretaries and Executive Officers in Ministries, the Internal Audit System for the Public Sector, the National Strategic Anti-Corruption Plan, the institution of the Integrity Advisor, the legal framework for teleworking, the new framework for the Municipal Police, the new Public Sector Qualifications Framework, and the implementation of multi-level governance.
She also served as Chair of the Public Sector Human Resources Committee, responsible for shaping public staffing policies, as well as Chair of the National Council for Multi-Level Governance.
Between 2011 and 2014, she headed the Office of the Secretaries General, initially under D. Stefanou and subsequently under Thodoris Livanios, first at the General Secretariat for Media and later, from 2012 to 2014, at the Ministry of Administrative Reform and e-Governance. Angeliki Chatzidimitriou is an Architect Engineer assistant professor of sustainable environmental design at the Architecture department of the University of Patras. She holds a diploma from the Architecture dept. of AUTh, MA degree in Environment and Energy Studies from the Architectural Association, London, a PhD from the Civil Engineering Dept. of AUTh and has completed two Post Doctoral studies in Architecture Dept of AUTH. She participated in several interdisciplinary academic research projects, presented research in international conferences and published in peer reviewed journals. She taught architectural and environmental design undergraduate and postgraduate courses in Greece, given lectures in Greece and the UK, joined scientific committees for formulating regulations on building energy performance and bioclimatic design and collaborated with architecture practices as an environmental design consultant in public and private design projects.

Christos Christodoulopoulos, Mayor of Ilida, was born and raised in the community of Kalyvia Ilidas. He completed his secondary education in the city of Amaliada and subsequently pursued his studies at the Polytechnic School of the University of Bari in Italy, where he obtained a degree in Mechanical Engineering.
In 1984, he was appointed to the Directorate of Technical Services of the Prefecture of Ilia, serving as a mechanical engineer until 1990. He then continued his career in Public Administration, working in services related to earthquake restoration projects across Greece, from where he retired in 2020.
Since 1974, when he began his journey as a university student, he has developed extensive political, professional, social, and trade union activity.
He is considered a distinguished figure in local government, having served for many years as President of the Community of Kalyvia, Municipal Councillor of Amaliada, President of the Municipal Water and Sewerage Company of Amaliada (DEYA), Deputy Mayor of Amaliada, President of the Municipal Committee and Deputy Mayor of Amaliada, Regional Councillor of Western Greece, and Deputy Regional Governor for Financial Affairs.
In 2014, he was elected Mayor of the Municipality of Ilida for the first time. From 2019 to 2023, he served as Head of the Major Opposition, while in the 2023 elections he was re-elected Mayor, reassuming his duties on January 1, 2024, a position he continues to hold today.

Leonidas Christopoulos took over as Chief Executive Officer of EKKOMED-Creative Greece in September 2024 while from 2023 to 2024 he held the position of President and CEO of EKOME.
He was the Secretary General of Digital Governance and Simplification of Procedures of the Ministry of Digital Governance, from July 2019 to July 2023, and had EKOME under his supervision. During this period, significant improvements were made to the cash rebate scheme for audiovisual works in Greece, while the Tax Relief incentive was reactivated, and the Fund of Guaranteeing Loan for Companies Producing Audiovisual Work was established, in collaboration with the Development Bank.
Moreover, he was responsible for planning and implementing Greece’s digital strategy through the Digital Transformation Bible, the strategy for Artificial Intelligence and digital skills, the new Operational Program “Digital Transformation” of the NSRF 2021-2027, the upgrading of KEP and the policy for the simplification and digitalization of procedures through Gov.gr and the National Register of Mitos Procedures.
He has worked in the Ministries of Development, Finance, Education and Religious Affairs, Environment and Energy and Interior, while in the period 2016-2019 he was an advisor to the President of the Official Opposition on issues of State, Public Administration and Education.
He holds a BSc. in Political and International Studies from Panteion University of Political and Social Studies, Athens, and an M.A. in International Political Economy from the University of Warwick, United Kingdom, where he studied Political Economy of Mass Media. He is, also, a graduate of the National School of Public Administration and Local Government of Greece.
He speaks English and German.

He was born in 1980 and grew up in Agrinio. He was awarded with Bachelor’s degree in Law from Democritus University of Thrace. In the elections of May, 2014, he was a candidate for Vice-Governor of Aitoloakarnania with Andrea Katsaniotis’s political group “Mazi, na ftiaxoume ton topo mas”. In Aitoloakarnania, it was Andrea Katsaniotis’s political group that won the elections (52.5%). For many years, with his interventions and proposals to the Regional Council o Western Greece, he has highlighted the need for mitigating intra-regional inequalities, prioritizing regional strategies based on taking advantage of the comparative advantages of each Regional Unit and taking the initiative to add value to anything produced in the Region of Western Greece, by making good use of its human resources, know-how and natural resources. He was elected Head of the Region of Western Greece in June 2019, with his political group “Ola apo tin arxi”, and assumed his duties on 1 September during this year.

Gerasimos Gerolymatos originates from Kefalonia and Kardamyla of Chios, making the sea a natural path in his life from an early age. He studied Philosophy and Anthropology at the University of Bologna under the academic environment shaped by Umberto Eco, and has been involved with the maritime world throughout his life.
Since 2001, he has been professionally active in the field of semiotics within marine leisure, focusing on the creation of international communication and promotional platforms for the sector. He is a sailor, publisher, and maritime media professional, collaborating with organizations and publications in Greece and abroad on topics related to the sea, yacht shows, and emerging trends in the shipbuilding industry.
Throughout his career, he has contributed to and supported nearly all major maritime magazines in Greece, as well as several international publications. He is a regular professional visitor to international yacht shows and is considered one of the most experienced Greek professionals in the global yacht exhibition industry. He has traveled thousands of kilometers representing Greece at international maritime events and has sailed thousands of nautical miles aboard vessels of all types.
In 2016, he founded ONDECK Group and launched the Olympic Yacht Show. Parliamentary Activities
For the first time he was elected as a Member of Parliament with New Democracy in 1990, of which he was a Parliamentary Representative.
In the October 1993 elections, he was re-elected from the First District of Athens and in June 1994 he was re-elected as a member of the European Parliament representing the political party of the POL. AN.
During his term of office in the European Parliament, he was Vice-President of the Committee on Transport and Tourism and a full member of the European Parliament's Committee on Budgets.
He has also been a regular member of the European Parliament's Joint Committees with Turkey and Cyprus. During his tenure, he officially visited Turkey 10 times and had meetings with all the country's political leadership, trying to promote solutions to the chronic problems of Hellenism in the city.
In the 2000 elections, he was elected as a Member of Parliament from the First District of Athens representing the political party of New Democracy. He was given the responsibility of operating the Party's Health and Welfare Department.
A year later he was elected as a Coordinator of the Social Affairs Committee of New Democracy.
In the 2004 election, he was re-elected as MP in the first district of Athens with New Democracy once again, winning one of the leading positions in the confidence of his fellow citizens.
On June 17, 2012 he is re-elected Member of Parliament with the New Democracy.
In 2015, in the national elections of January 25, he was re-elected Member of the Parliament and on February 6, 2015 he was elected 4th Vice-President of the House with 247 votes.
Following, the September of 2015 elections, he was re-elected 4th Vice President of the House, gaining this time 267 votes, out of the total number of Members.
In the elections of July 7, 2019, he was re-elected as a Member of Parliament from the First District of Athens, and on July 18, he was elected 1st Vice-President of the House after being voted by 290 Members.
In the elections of May 21, 2023, he was re-elected as a Member of Parliament from the First District of Athens, and on May 29, he was re-elected 1st Vice-President of the House after being voted by 296 Members, a record number for parliamentary time.
In the elections of June 23, 2023, he was re-elected as a Member of Parliament from the First District of Athens.
On January 22, 2025 he was elected President of the Hellenic Parliament with 247 votes in favor.
Political / Social Activities
From 1975 to 2008 he served in the Aretaio Hospital, where from 1983 he was responsible for one of the two radiotherapy departments of the Hospital. He has extensive scientific-research work and is a member of many scientific companies.
From 1975 to 1989 he was involved in medical trade unions, being consistently elected first in all medical unions nationally. The culmination of this course is his election in 1987, for the second time, to the post of Secretary General of the Panhellenic Medical Association (PIS), with the unprecedented 93% of the votes he was elected.
In 1986 he was elected as a member of the Central Committee of the New Democracy and in 1987 as a member of the Party's Executive Committee.
In March 2004 he took up the post of Minister of Health and Social Solidarity, a post he served until February 2006.
In the Prefectural and Municipal elections of October 15, 2006, he was elected as a Mayor of Athens with the combination "Athens, City of Our Life" and formally took in charge of the office in January 2007 until December 2010.
On May 15, 2007 he was elected as a President of the Central Union of Municipalities and Communities of Greece (KEDKE), until October 2011.

He was admitted to the Law School of the National and Kapodistrian University of Athens and after graduating, he practiced law for over 40 years.

His professional and public career has been closely linked to public administration, local government and service to his homeland, having held positions of responsibility in ministries, educational institutions and public bodies. Michalis Katrinis was born in 1975 in Pelopio, Ancient Olympia. He is a dentist, graduated from the School of Dentistry of the National and Kapodistrian University of Athens, and holds postgraduate degrees in Oral Biology from the same University and in Health Services Management from the National School of Public Health. He is also a PhD candidate in Social Policy at the University of Peloponnese. He is married to Ioanna Adamou and is the father of two sons.
In 2007 and 2009, he was elected Member of Parliament for Ilia with PASOK, participating in several parliamentary committees. In the national elections of July 2019, he was elected Member of Parliament with the Movement for Change and served as a member of the Standing Committee on Economic Affairs, the Standing Committee on Production and Trade, and the Parliamentary Assembly of the South-East European Cooperation Process (PROCESS-SEECP).
In July 2019, he was appointed Head of the Development and Investments Sector of the Movement for Change Parliamentary Group, while in January 2021 he became Parliamentary Representative of the party. Born in Karpathos in 1964, Manos Konsolas is a graduate of the Pedagogical Academy of Rhodes, the Department of Primary Education of the University of the Aegean, and the Department of Philosophy, Pedagogy and Psychology of the National and Kapodistrian University of Athens, where he also completed his PhD.
He was first elected Member of Parliament for the Dodecanese in May 2012 and has been continuously re-elected ever since, including in the national elections of 2015, 2019 and 2023. Between 2019 and 2021, he served as Deputy Minister of Tourism.
Since January 2021, he has served as Chair of the Special Permanent Committee on Regions of the Hellenic Parliament, while also participating in key parliamentary committees, including the Committees on Economic Affairs, Public Administration, Public Order and Justice, Production and Trade, and Educational Affairs. In 2024, he was re-elected Chair of the Committee on Regions and appointed Chair of both the Subcommittee on Island Areas and the Subcommittee on Mountainous Areas.
Alongside his parliamentary career, he is Professor at the School of Humanities of the University of the Aegean, with extensive academic, research and publishing activity. Spyros Konstantaras was born in Thermo, Aitoloakarnania, in 1967, where he completed his primary and secondary education. He comes from a large farming family. He studied Law at the National and KapodistrianUniversity of Athens. As a lawyer, he settled in Thermo, Aitoloakarnania, where he has been practicing law actively for the past thirty years. Today, he is a lawyer admitted to practice before the Supreme Court of Greece (Areios Pagos). He has served as a Municipal Councillor of Thermo, President of the Cultural Association of Thermo(E.O.TH.) with extensive activity, and member of the Board of Directors of the Agrinio Bar Association for two terms. In the parliamentary elections of May and June 2012, he ran as a candidate for Member of Parliament for Aitoloakarnania, and he also served as President of the Agrinio branch of the “Konstantinos Karamanlis” Institute. In the municipal elections of May 2014, May 2019, and October 2023, he was elected Mayor of Thermofrom the first round. Dimitrios Kouretas was born in Patras, Greece in 1962. He studied Pharmacy at the University of Patras and received his Ph.D. in Biochemistry from the Department of Chemistry of the Aristotle University of Thessaloniki. From 1990 to 1992, he worked as a Researcher at the Harvard Medical School in Boston, USA. Subsequently, in 1995, he was elected a member of the Teaching and Research Staff at the University of Thessaly. Today, he is Professor of Animal Physiology - Toxicology and Director of the laboratory of Animal Physiology at the Department of Biochemistry and Biotechnology of the University of Thessaly. His research interests lie in the evaluation of the bioactivity of plant polyphenolic extracts, the development of bio-functional foods and feeds, the evaluation of human metabolic profile, and the investigation of the toxic effects of long-term, low-dose exposure to chemical substances. He has co-authored over 250 scientific articles published in peer-reviewed international journals. His publications have been cited over 15,000 times with an h-index of 68. He also serves as an Associate Editor for the scientific journals "Food and Chemical Toxicology" and "Environmental Research" and as an Academic Editor for the scientific journals "Oxidative Medicine and Cellular Longevity" and "Antioxidants". His work in the area of “Food Innovation” has been awarded in Greece and in the European Union. Furthermore, he has been an expert of the European Commission in the technological platform "Foodforlife" during the periods 2007-2013 and 2014-2020 and since 2018 a member of the European Commission's Scientific Committee on Health, Environmental, and Emerging Risks (SCHEER). His career in local government began in 2002, when he was first elected as a Municipal Councilor for the City of Galatsi, a position he held until 2010. He was elected Mayor of Galatsi in 2014. Since then, Mayor Markopoulos has earned the consistent trust of the citizens of Galatsi, securing re-election in May 2019 with 61.34% of the vote and a historic third consecutive term in October 2023 with a resounding 72.69% from the first round. Dr. Megalooikonomou is a Professor in the Department of Computer Engineering and Informatics, Vice Chair of the Department, and Director of the Artificial Intelligence Institute of the University Center for Research and Innovation (PAKEK) of the University of Patras. He received his engineering diploma from the same department in 1991, and his Master's and PhD in Computer Science from the University of Maryland, USA, in 1995 and 1997 respectively. Prior to joining the University of Patras, he served as a faculty member at Johns Hopkins University, Dartmouth College, and Temple University.
His research interests lie in the fields of Artificial Intelligence, Machine Learning, Big Data Management, Decision Support Systems, and their applications in Medicine and Biology. Fay Makantasi is the Research Director of diaNEOsis. She has taught Microeconomic Theory and Game Theory at Athens University of Economics and Business (AUEB) and Principles of Economics at Hellenic Open University (HOU). She completed her PhD thesis on a game theoretic approach of international trade at AUEB. As a Postdoctoral Fellow she focused on public sector reform in Greece, the country’s export performance and the measurement of its human capital. During her studies she awarded grants for excellence and research from the Greek State Scholarships Foundation (IKY), the Bank of Cyprus, the Georgios and Victoria Karelia Foundation, the AUEB, the European Research Funding Program -“Heracleitus II”.

Her research has been published in international journals and she has presented her work in national and international conferences. Στις εθνικές εκλογές της 7ης Ιουλίου 2019, συμμετείχε για πρώτη φορά ως υποψήφιος με το ψηφοδέλτιο της Νέας Δημοκρατίας και εξελέγη Βουλευτής Ν. Ηλείας.
Στις εθνικές εκλογές του Ιουνίου του 2023, επανεξελέγη πρώτος σε σταυρούς Βουλευτής Ν. Ηλείας, με το κόμμα της Νέας Δημοκρατίας.

Loans Fund (CDLF), including the Local Authorities Loans Directorate, the

Ismini Papakirillou is the Chief Executive Officer of Hellenic Development Bank, a position she
holds since February 2024. Previously she worked for the European Investment Fund (EIF), part
of the European Investment Bank Group, covering European Commission mandates across a
range of different thematics. From 2010 to 2019 she worked for the International Finance
Corporation (IFC), the private investing arm of the World Bank, handling direct investments
across a range of financial instruments, sectors and geographies. Prior to IFC she worked for
three years as a portfolio manager for Global Tactical Asset Allocation strategies at APG
Investments, one of the largest institutional investors in Europe. She has also worked in Paris
and Athens covering investments in industry and private equity.
She has degrees from the Massachusetts Institute of Technology (MIT) and the London School

George Papanastasiou is the Mayor of Agrinio and Vice President of the Central Union of Municipalities of Greece (KEDE).
He is a politician and holds a degree in Electrical Engineering from the Democritus University of Thrace, as well as a Master’s degree in Environment, Disaster and Crisis Management Strategies from the National and Kapodistrian University of Athens.
He has served as President of the Aitoloakarnania Department of the Technical Chamber of Greece (TEE), as well as a member of the Steering Committee of the Technical Chamber of Greece. In parallel, he served as Deputy Governor of the University General Hospital of Patras.
He was first elected Mayor of Agrinio in 2014 as head of the municipal faction “Agrinio Nea Archi – A Place to Live.” He was re-elected in 2019, and in 2023 secured his third consecutive term as Mayor of Agrinio.
He also served as President of the Regional Union of Municipalities of Western Greece.
From 2019 to 2023, he served as a member of the Board of Directors of the Central Union of Municipalities of Greece (KEDE), while simultaneously holding the position of Chairman of the Committee on Energy, Environment and Waste Management.

Dr. Panayiotis Papanikolas is a distinguished scientist in the field of Structural Engineering, and Executive Director in Greece for the concessions division of VINCI Group, while he manages two large concession project companies, namely OLYMPIA ODOS S.A. and GEFYRA S.Α.
Between an academic career and the construction of major infrastructure projects, he chose the second, since in the very year he was elected Associate Professor in the Civil Engineering department of the University of Alberta he was proposed the position of Chief Technical Officer for the Design and Construction of the Rion-Antirion Bridge in Greece, an innovative project, at the late ‘90s.
In early 2014, he undertook the completion of one of the most difficult projects in Greece, in both managerial and technical terms, i.e. Olympia Odos Motorway.
He has been awarded with the Legion of Honor by the French Republic, with the rank of Chevalier of the Ordre National du Mérite.

Dimitris Papastergiou was born in 1973 in Trikala.
He graduated from the Multidisciplinary High School of Trikala and from the School of Electrical and Computer Engineering of the National Technical University of Athens. At the same time, he attended journalism courses, while maintaining strong ties with technology and the internet, a relationship that was further strengthened through the NTUA Multimedia Laboratory.
In 2001, together with a team of collaborators, he developed and launched the first comprehensive website for the prefecture of Trikala, 3kala.gr. Since 2002, he has worked as an Electrical and Computer Engineer in Trikala. He has been involved in the design and construction of private electromechanical projects, as well as software development. In 2007, he entered the field of renewable energy sources and has since completed more than 300 private renewable energy projects.
His involvement in public affairs began in 2002, when he was elected to the Municipal Council. He was re-elected in 2006, and in 2014 he was elected Mayor of Trikala and member of the Board of Central Union of Municipalities of Greece. He was re-elected Mayor in 2019 and, in the same year, was elected President of the Central Union of Municipalities of Greece.
He is married to engineer Soula Braki and is the proud father of Faye, Kostas, and Nikos.
Since June 2023, he has served as Minister of Digital Governance in the government of Kyriakos Mitsotakis.

Michael Paraskevas is a Professor at the Department of Electrical and Computer Engineering of the University of Peloponnese, with a focus on Signal Processing Systems, Broadband Networks and Telematic Services. He is Vice-President of the Board of Directors of the Computer Technology Institute and Press “Diophantus”, coordinator of the Greek School Network and head of the National Support Organization for the eTwinning action, while he has the technical and operational responsibility for critical national digital systems, such as stop-bullying.gov.gr and voucher.gov.gr. With more than 30 years of experience in the design, implementation and operation of large-scale networks, telecommunications infrastructures and e-government systems, he has managed projects of high technical complexity with national and international recognition. His research focuses on signal processing algorithms, information theory, next-generation networks, digital communications, machine learning applications and digital transformation technologies in education. He has published over 100 papers, authored university textbooks and participated in numerous scientific committees, with his work accumulating more than 1100 citations and being referenced in over 70 international patents. He has taught in postgraduate programs at the Universities of Peloponnese and Thessaly and has served as Head of the Department of Electrical and Computer Engineering of the University of Peloponnese (2019-2021).

Sotiris Pavleas is a PhD holder in Urban Development, specializing in
operational planning, innovation policy promotion, and integrated spatial
development strategies. He serves as Coordinator of the Physical Object of
the Governance Mechanism of the Smart Specialisation Strategy (RIS3) of
the Region of Western Greece, contributing to the design, coordination, and
monitoring of actions that strengthen the regional research and innovation
ecosystem.
At the same time, he works in the private sector as a Spatial Development
Consultant (Senior Manager), where he is responsible for coordinating a team
of professionals in the preparation of studies related to the planning,
management, implementation, and evaluation of development programs at

A large-scale reconstruction and technological upgrade of the hospital’s operating theatres is also underway.
Beyond her scientific and administrative responsibilities, Dr. Rigopoulou has developed significant social, voluntary, and trade union activity, consistently advocating for vulnerable social groups, the strengthening of public healthcare services, preventive medicine, and equal access to high-quality healthcare for all citizens.

Alexandra Sdoukou was born in 1978 and raised in Thessaloniki, with family origins in Grevena
and Ioannina. She holds a Law degree from the Democritus University of Thrace (2000), as

and in International and Economic Studies from the Athens University of Economics and
Business.
She is a qualified lawyer and a permanent staff member of the Management Organisation Unit
of Development Programmes (MOD S.A.), under the Ministry of Economy and Finance. Since
2004, she has held key positions within the Greek public administration, including at the
Ministry of Economy and Finance (2004–2007), the Ministry of Development (2007–2009),
and the Ministry of Environment, Energy and Climate Change (2009–2015).
She has extensive expertise in the design, management, and oversight of EU co-financed
programmes and public infrastructure projects, as well as in the formulation of national
energy policy. From 2007 to 2015, she served as a senior advisor to various Ministers of
Energy, providing strategic counsel on energy policy and regulatory matters.
From 2016 to 2017, she worked in the private sector before returning to public service in
October 2017 as Special Advisor on energy and mineral resources to Kyriakos Mitsotakis,
President of the New Democracy party. From 2019 to 2023, she served as Secretary General
for Energy and Mineral Resources. On June 27, 2023, she was appointed Deputy Minister of
Environment and Energy, a position she held until March 2025.
On April 7, 2025, she was appointed Spokesperson for New Democracy, Greece’s governing

Dimitris Skalkos was born in Athens in 1971. He graduated from the Department of Political Science and International Studies of Panteion University and holds a master’s degree in International Relations from the University of Kent. Since 2004, he has been working for the Management Organization Unit of Development Programmes S.A. as an executive on the EU co-financed programmes. Mr Skalkos has served for several years as an adviser to the Ministry of Environment, Spatial Planning and Public Works, the Ministry of Agriculture and the Ministry of Economy and Development. He has authored four books on political theory, economic reform and regional development and has published numerous research papers in academic journals. In the period 2019-2024, Mr Skalkos has served as General Secretary for Public Investments and Partnership Agreement at the Ministry of Development and Investments, a member of the Greek National Resilience and Recovery Plan Steering Committee, and a member of the Board of Directors of the Hellenic Development Bank. He is currently serving as the Secretary General for International Economic Affairs in the Ministry of Foreign Affairs and as the Chairman of Enterprise Greece SA.

In particular, she studies the use of organic hydrogels, SiO₂-based nanocomposite materials, and biochar derived from residual agricultural biomass, aiming to enhance the circular management of natural resources and contribute to the protection of the aquatic environment.

**Vasileios Triantafyllidis** holds a PhD (2006) from the University of Ioannina and a postgraduate diploma (DEA) from the National Polytechnic Institute of Lorraine, France (1998). In October 2020, he was elected Assistant Professor and currently serves as Associate Professor at the Department of Food Science & Technology of the University of Patras, while also being a member of the PlantLab Laboratory.
From 1999 to 2016, he worked as an agronomist and visiting lecturer at the Technological Educational Institutes of Messolonghi and Epirus. He also served as a visiting lecturer (Presidential Decree 407/80) at the Universities of Ioannina and Patras (2006–2016), and as Laboratory Teaching Staff (EDIP) at the University of Patras from 2017 to 2021.
He has more than 25 years of experience in the sustainable management of agricultural systems. His research interests focus on:
(i) the sustainable management of soil and water resources and the native flora of cultivated land,
(ii) monitoring the presence of organic and inorganic pollutants in agricultural areas and studying their dispersion and distribution processes within the abiotic and biotic environment, and

Kostas Tsoukalas, born in 1985, is regarded today as one of Greece’s most respected social scientists, having built a highly active and successful career as a lawyer specializing in labour law since 2010, when he founded his own law firm. Specializing in labour, social security and pension, as well as banking law, he has successfully represented hundreds of borrowers and employees, contributing to the shaping of prevailing case law in Greece’s highest courts.

Dimitris Voloudakis was born in Chania and is a PhD Agronomist from the Agricultural University of Athens, specializing in Climate Change and Agriculture. His doctoral research was funded through a scholarship by the European Union and the Greek Ministry of Education.
He currently serves as Programs Director at the organization “New Agriculture New Generation.” In this role, he has supervised and coordinated more than 50 training and capacity-building programs involving 225 trainers and more than 7,500 young farmers and beneficiaries. At the same time, he coordinates the organization’s participation in four European HORIZON projects and three Erasmus+ programs.
He is also a scientific associate at the Academy of Athens.
Dimitris Voloudakis was one of the principal authors of the Study on the Impacts of Climate Change on Greek Agriculture conducted by the National Committee for Climate Change Studies. Prior to this, he worked for the Greek Ministry of Agriculture at the General Secretariat for European Funds and Infrastructure.
From 2011 to 2014, he worked at the European Parliament in Brussels, and from 2014 to 2019 at the European Parliament Office in Athens as an advisor to the Committee on Agriculture and Rural Development.
He is a senior expert in climate services for both the private and public sectors, developing strategic climate adaptation plans in regional, national, and international projects.
He teaches the course “Agricultural Modeling under Climate Change” at the Mediterranean Agronomic Institute of Chania and serves as a part-time instructor at the American College of Greece in the Environmental Studies Program.
He has authored 21 research papers and studies on climate change and agricultural production. Among his most notable works are the landmark study “Impacts of Climate Change on Agriculture” published by the Bank of Greece (2011), and the Academy of Athens publication titled “Assessment of Climate Change Impacts on Land Resources and Arable Crops in Thessaly” (2022).

Yannis Voutsinas, President of the Central Union of Chambers of Greece (KEEE), was born in 1977 in Piraeus, where he owns and operates a Consulting, Accounting, and Tax Advisory firm.
He was first elected to the Central Union of Chambers of Greece in 2018. From 2018 to 2020, he served as Head of Research & Development, while from 2020 to 2025 he held the positions of Financial Supervisor and 5th Vice President.
He is currently serving his second term as President of the Piraeus Chamber of Professionals (EEP), having first been elected in 2017 and re-elected in 2025. In addition, in 2025 he was elected President of the Chamber Organization for the Development of Greek Islands (EOAEN).
He is also an elected Regional Councilor of Attica and has served as Deputy Regional Governor of the Islands Regional Unit of Attica. Earlier in his political career, in 2002, at the age of 25, he was elected Municipal Councilor of Piraeus and was re-elected in 2006.
From 2013 to 2015, he served as Chief Executive Officer of EOPPEP, where he laid the foundations for the National Certification System. In 2013, he introduced the organization’s operational regulation, successfully contributing to its institutional and organizational establishment.
He holds three postgraduate degrees: an MBA in Tourism Management from the University of Piraeus (2009), an MA in International Relations and Political Governance (2015), and an MBA in Local and Regional Development and Local Government (2016). Chrysoula Christia is an Agricultural Technologist specializing in Plant Production, holder of a Master’s Degree in Ecology – Management and Protection of the Natural Environment, and a PhD graduate of the Department of Biology at the University of Patras. She also holds a Master’s Degree in Tourism Destination and Business Management, with research focusing on Digital Marketing Strategies and their contribution to Regional Development, using the tourism promotion of Aigialeia as a case study.
She has extensive experience in local government, in the design and implementation of development, environmental, and cultural initiatives, as well as in the management of national and European programs. Since 2025, she has served as Director of Development, Administration and Finance at the Local Government Development Organization KORINTHIAKOS S.A. OTA, based in Aigio.
Within her professional activity, she has been actively involved in projects linking culture, tourism, the environment, and sustainable local development. She served as Project Manager of the European project FAME ROAD – Food, Art, Movement, Energy: The Road to Country Experience, funded by the Interreg V-A Greece–Italy 2014–2020 programme, which aimed to promote the cultural and gastronomic identity of rural areas through experiential tourism experiences and cross-border cooperation.
Her scientific and professional interests are characterized by an interdisciplinary approach that combines fields such as environment, tourism, culture, local governance, and development strategy, with the aim of promoting sustainable regional development. She places particular emphasis on the promotion and management of destinations such as Aigialeia, a region currently at an early stage of tourism development with significant potential for creative differentiation through the integration of cultural identity, natural environment, gastronomy, and local experiences.
She has participated in international and Greek scientific conferences and has a significant body of published scientific work in the fields of environmental management, ecology, and the protection of aquatic ecosystems. At the same time, she actively contributes to initiatives related to sustainable local development, tourism, culture, and the promotion of local identity. She was also a member of the Organizing Committee of the Oinoxeneia Festival for the years 2024–2025.

Argyro Zerva is a Rural and Surveying Engineer from the National Technical University of Athens (NTUA), with many years of experience in managing EU-funded (ESPA) projects as well as implementing large infrastructure projects. She has worked in construction companies both in Greece and abroad. Since 2007, she has been working at MOU S.A. focusing on the management of ESPA projects. From 2019-2023, she was a member of the Board of Directors of the Hellenic Cadastre. Between 2021 and 2023, she served as Head of the Deputy Minister’s office at the Ministry of Rural Development and Food.
