Theoni Alampasi holds the position of the Secretary General for Financial Sector & Private Debt Management at the Hellenic Ministry of Economy and Finance since January 2023. She is a lawyer, with a master’s degree in Commercial Law from National and Kapodistrian University of Athens. In October 2022, she joined the “INSOL/World Bank Group Legislative & Regulatory Colloquium” Committee, a global standards setter for the design and implementation of insolvency frameworks.
Ms Alampasi is a member of the BoD of the Deposit & Investment Guarantee Fund and has actively participated in the drafting of legislation (L.4738/2020, Bridge Programs, L.4469/2017, L.3869/2010, etc.), as well as in law-making committees. Christos Alexakos holds a degree and a PhD in Computer Engineering and Informatics from
the University of Patras. He is an elected Principal Researcher at the Industrial Systems
Institute of the Athena Research Centre. He is co-founder and COO of InSyBio (Intelligent
Systems Biology), a bioinformatics company with a presence in Greece and the United
States. He has served as a lecturer at the TEI of Messolonghi and at the School of Medicine

Grigoris Alexopoulos was born in Patras in 1967. He is married and has a daughter.
He graduated from the 2nd High School of Patras in 1984, was admitted with a
scholarship to the Department of Civil Engineering of the Polytechnic School of the
University of Patras. In 1990 graduated and began his work as a freelance Civil
Engineer.
He was elected President of the Association of Civil Engineers of Achaia in 1996 and
a member of the Delegation of the Technical Chamber of Greece / Department of
Western Greece Region.
He was elected Mayor of Olenia Municipality for the first time in 1998 and as mayor
he was elected as Secretary of the Union of Municipalities and Communities of the
Achaia Prefecture.
After winning the Municipal Elections in 2002, he was re-elected Mayor of Olenia
Municipality, while in the Board of the Union of Municipalities and Communities of
the Achaia Prefecture he was elected first as Vice-President (2002-2004) and then as
President till the end of the mandate (2004-2006).
In 2006 he was elected for the third time Mayor of Olenia Municipality, and he had a
second mandate as President of the of the Union of Municipalities and Communities
of the Achaia Prefecture. Moreover, in 2008 he was elected President of the Waste
Management Association of the Achaia Prefecture.
In the Regional Elections of November 2010, he was elected Governor of Achaia
Regional Unit and he was appointed as Deputy of the Governor of Western Greece
Region. In the Regional Elections in 2014, he was re-elected in his duties. he
continued in the position of Deputy Regional Governor of Achaia.
In the Municipal Elections of 2019, he was a candidate for Mayor of Patras, where he
was elected Leader of the Major Opposition in the Municipal Council of Patras.
From October 2019, he was elected President of the Solid Waste Management
Association of the Prefecture of Achaia, while since 2019 he has been elected
President of the Supervisory Board of Regional Union of Municipalities of Western
Greece and Member of the Energy, Environment and Waste Management Committee
of the Central Union of Greek Municipalities.
In the elections of October 15, he was elected Mayor of Western Achaia, while he
was re-elected President of the Solid Waste Management Association of the
Prefecture of Achaia and member of the Board of Directors of the Central Union of
Municipalities in Greece.
He has been: Member of the Board of Directors of the Organization "Patras -
European Capital of Culture 2006", Vice President of "Development Achaia SA",
member of the Board of Directors of the Tourism Development Company of Western
Greece and member of the Finance Committee of the Central Union of Municipalities
and Communities of Greece.

He has previously served as Director of the Institute for Astronomy, Astrophysics, Space Applications and Remote Sensing (IAASARS) at the National Observatory of Athens, as Research Director at the Academy of Athens (Research Center for Astronomy and Applied Mathematics), and has worked as a Visiting Professor at the European University Cyprus. Furthermore, he is the President of the Greek National Committee for Astronomy, that advises the Greek government for issues which are related to Astronomy and Astrophysics, as well as the National Delegate in the International Astronomical Union (IAU). responsible for monitoring the economy of France, she has followed labour market and
social policies of the Baltic counties, and she has dealt with EU Macrofinancial
Assistance operations to MENA countries. Before entering the Commission, she worked
as an economist in the Greek public administration, and she was Adjunct Lecturer of
macroeconomics at the Athens University of Economics and Business where she also

The President of the Union of Hellenic Chambers of Commerce (UHC), Mr. Giannis Voutsinas is an Economist.
He was first elected to the UHC in 2018. He served as Head of Research & Development at the UHC until 2020, as well as, as Financial Supervisor, and as Fifth Vice President, until 2015.
He has been President of the Piraeus Chamber of Tradesmen (PCT), since he was elected to that position for the first time in 2017 and again in 2024. In 2025, he was elected President of the Chamber Group for the Development of Greek Isles-EOAEN (CGDGI).
Since October 2023, he has been in the position of Regional Councilor of Attica, representing the Islands section, which is the smallest in the country by population. Furthermore, since January 2024, he assumed the role of Deputy Regional Governor of the Regional Unit of Islands, Attica.
In 2002, at the age of 25, he was elected Municipal Councilor of the Municipality of Piraeus and was re-elected in the 2006 municipal elections.
In July 2013, he was appointed CEO of the National Organization for the Certification of Qualifications and Vocational Guidance (EOPPEP) and as such he took decisive steps towards the organic linkage between education, training, and the labor market. In 2015, he laid the foundation for the National Certification System by aligning the National Qualifications Framework (NQF) with the European Qualifications Framework (EQF).
He holds three Master’s Degrees: an MBA in “Tourism Management” from the University of Piraeus (2009), an M.A. in “International Relations and Politics – Governance” (2015), and an MBA in “Local and Regional Development and Governance” (2016) and also two Bachelor’s Degrees: in Political Science and Public Administration from the National and Kapodistrian University of Athens (2006), and from the School of Management and Economics at the Technological Educational Institute of Piraeus (2002).

In 2016, he founded ONDECK Group and launched the Olympic Yacht Show. In 2021, as Head of the Olympic Yacht Show, he welcomed leading professionals and companies from Greece and abroad to what became the country’s largest floating yacht show, firmly placing Greece on the international calendar of high-level yachting events. This year, he is preparing the 4th edition of the Olympic Yacht Show.

He was admitted to the Law School of the National and Kapodistrian University of Athens and after graduating, he practiced law for over 40 years.
His involvement in public affairs began in 1994 and from then until 2023 he was an elected Municipal Councilor. From 2006 until 2014 he served as President of the Municipal Council of Pyrgos.
He first ran for the Municipality of Pyrgos in 2019 as the head of the “BOROUME” party, while he was elected Mayor of Pyrgos in the 2023 municipal elections (first round percentage: 30.90%, second round: 56.3%).

Το 2004 έλαβε το Μεταπτυχιακό του Δίπλωμα στον Αστικό Σχεδιασμό με κατεύθυνση τις Αστικές Αναπλάσεις από το University College London. Το 2007 ολοκλήρωσε μετά από διετή κύκλο σπουδών και το δεύτερο Μεταπτυχιακό του στη Διοίκηση Επιχειρήσεων – Διοίκηση Ολικής Ποιότητας (MBA – TQM) του Πανεπιστημίου Πειραιώς. Από το 2008 δουλεύει ως ελεύθερος επαγγελματίας διατηρώντας τεχνικό γραφείο μελετών δημόσιων και ιδιωτικών έργων. Τόσο η ακαδημαϊκή του πορεία όσο και η επαγγελματική εμπειρία του περιστρέφονται γύρω από τα γνωστικά αντικείμενα της διαχείρισης των υγρών και στερεών αποβλήτων όσο και του χωροταξικού και πολεοδομικού προγραμματισμού και σχεδιασμού. Alexis Kardambikis was born in Granitsa, Evrytania, a place with which he remains deeply and meaningfully connected. He graduated from the Lyceum of Granitsa and studied Accounting at the Technological Educational Institute of Piraeus.
His professional and public career has been closely linked to public administration, local government and service to his homeland, having held positions of responsibility in ministries, educational institutions and public bodies. He has participated in committees and working groups of national importance, including the drafting of the National Health Map and the Organizing Committee for the Athenian Trireme.
He also served as President of the Brotherhood of Granitsa Residents, contributing to the preservation of the bonds between the people of Evrytania and their place of origin. In the 2019 municipal elections, he was elected Mayor of Agrafa and assumed office on September 1, 2019, serving one of the most mountainous, historic and distinctive municipalities in Greece.

Dr. Nikolaos Kastrinakis is a Molecular Biologist, holder of an MSc
in Genetics from Imperial College, London, and a PhD in
Molecular Carcinogenesis from the Medical School of Athens. As
a postdoctoral research fellow, he coordinated / participated in
national and EU-funded projects totalling over €1m, published 17
articles in international peer-reviewed journals with a cumulative
impact factor of 93.816 and 2,376 citations, presented his
research in numerous conferences, coauthored university
textbooks and gave lectures to under- & post-graduate university
students on a regular basis. He is the co-holder of two
international patents in the field of molecular diagnostics.
Since 2012, he has served as the General Director of the “SBIE School of Modern Biomedical
Professions”, a leading Vocational Training Institute in Greece. Under his administration, SBIE
created new campuses in Athens, Patras and Kalamata, increased its students' numbers threefold,
expanded its academic portfolio to 10 study fields (other than Health), launched a robust Lifelong
Learning Centre and forged high-impact educational partnerships within Greece and abroad.

From 1999 to 2004 I worked as a manager in several new technology companies. Also I was appointed as Marketing
and Public Relations Director of the newspaper “Kathimerini”, in charge of the promotion strategy and the development of international cooperation.
2007 – 2009
From 2007 to 2009 I was the Managing Director of the Hellenic Export Promotion Organization. Subsequently,
I established his own communication consulting company for media, “ASAP”.
2012 – 2014
From 2012 to 2014 I served as the Secretary General of Information and Communication, in charge of Public Diplomacy and the coordination of the promotion of the image and communication strategy of Greece, domestically, but mainly abroad, in the international media. At the same time I was the Head of the Working Group for the creation of Branding Greece.
In February 2014 I was candidate for Regional Governor of Western Greece bringing me to 2nd place with just a few hundreds of votes difference.

In January 2015 I was elected as MP for the Prefecture of Achaia.
In November 2015 I was appointed as the Deputy Secretary of the Parliamentary Group of the New Democracy party. I was re-elected in the elections of September 2015 and July 2019.

Dimitrios Kouretas was born in Patras, Greece in 1962. He studied Pharmacy at the University of Patras and received his Ph.D. in Biochemistry from the Department of Chemistry of the Aristotle University of Thessaloniki. From 1990 to 1992, he worked as a Researcher at the Harvard Medical School in Boston, USA. Subsequently, in 1995, he was elected a member of the Teaching and Research Staff at the University of Thessaly. Today, he is Professor of Animal Physiology - Toxicology and Director of the laboratory of Animal Physiology at the Department of Biochemistry and Biotechnology of the University of Thessaly. His research interests lie in the evaluation of the bioactivity of plant polyphenolic extracts, the development of bio-functional foods and feeds, the evaluation of human metabolic profile, and the investigation of the toxic effects of long-term, low-dose exposure to chemical substances. He has co-authored over 250 scientific articles published in peer-reviewed international journals. His publications have been cited over 15,000 times with an h-index of 68. He also serves as an Associate Editor for the scientific journals "Food and Chemical Toxicology" and "Environmental Research" and as an Academic Editor for the scientific journals "Oxidative Medicine and Cellular Longevity" and "Antioxidants". His work in the area of “Food Innovation” has been awarded in Greece and in the European Union. Furthermore, he has been an expert of the European Commission in the technological platform "Foodforlife" during the periods 2007-2013 and 2014-2020 and since 2018 a member of the European Commission's Scientific Committee on Health, Environmental, and Emerging Risks (SCHEER). Spyros Konstantaras was born in Thermo, Aitoloakarnania, in 1967, where he completed his primary and secondary education. He comes from a large farming family. He studied Law at the National and KapodistrianUniversity of Athens. As a lawyer, he settled in Thermo, Aitoloakarnania, where he has been practicing law actively for the past thirty years. Today, he is a lawyer admitted to practice before the Supreme Court of Greece (Areios Pagos). Yiannis Constantatos was born in Argyroupoli in 1976 and he hails from Kefalonia. He is a graduate of the Athens University of Economics and the Department of Communication and Mass Media of the National Kapodistrian University of Athens. He holds a master’s degree in business administration from the University of Durham, Great Britain.
Until his election as Mayor, he worked for 12 years as a senior executive in a large satellite telecommunications company, as well as a communications consultant to companies and political figures.
Since 2014, he has been serving as the Mayor of Hellinikon-Argyroupoli. Additionally, from 2019 till May 2024, he has been the President of the Association for the Protection and Development of Hymettos (SPAY). In year 2019, he was appointed as the President of the "Management Body of the Metropolitan Pole Hellinikon-St. Cosmas," a position he still holds today.
In 2024 he is unanimously elected President of the Hellenic Network of Resilient Cities, an organization he inspired and includes 138 municipalities from all over Greece.
He is married to Elina Sauridis and is the father of two children, Konstantinos - Gerasimos and Dimitris.

Grigoris Konstantellos has been actively involved in local government since 1990 and has served as Mayor of Vari Voula Vouliagmeni since 2014, being re-elected in 2019 and again in 2023 with 72%. In March 2024, he was elected First Vice Chairman of the Central Union of Municipalities in Greece (KEDE).
He holds a Commercial Pilot License, a Bachelor’s Degree in Public Administration and Finance from Panteion University, an MSc in Air Transport Management from City University London, and a PhD in ICT policy from the International School of Management in Paris. Fay Makantasi is the Research Director of diaNEOsis. She has taught Microeconomic Theory and Game Theory at Athens University of Economics and Business (AUEB) and Principles of Economics at Hellenic Open University (HOU). She completed her PhD thesis on a game theoretic approach of international trade at AUEB. As a Postdoctoral Fellow she focused on public sector reform in Greece, the country’s export performance and the measurement of its human capital. During her studies she awarded grants for excellence and research from the Greek State Scholarships Foundation (IKY), the Bank of Cyprus, the Georgios and Victoria Karelia Foundation, the AUEB, the European Research Funding Program -“Heracleitus II”.

Her research has been published in international journals and she has presented her work in national and international conferences. In 2010 he was elected Municipal Councillor in the Municipality of Erymanthos and in 2014 he was the leader of the combination “Cooperation for Erymanthos” where he was elected as the major opposition.
In 2019 he was elected Mayor of Erymanthos and renewed his term of office in 2023. He has served as a member of the board of directors of TEDK Achaias as well as the supervisory board of the Regional Association of Municipalities of Western Greece. From 2019 until today he is Vice President of Regional Association of Municipalities of Western Greece.

I was born in Himarë. My family was forced to give me the name Fredis because the communist Hoxha regime did not allow us to have Greek names. Today, I am married to Antonia Tatou and have two children, Hermione and Petros.
1972 – 1990
With the collapse of the regime in Albania and the opening of the borders, together with tens of thousands of Northern Epirotes, I made my way to Greece. As soon as I arrived, I was baptized in Zakynthos and took the name Dionysios.
1990 – 1994
I worked for four years in Zakynthos and later in Athens, where I owned a plumbing installations company for approximately twenty years. At the same time, I studied at the Department of International and European Studies at Panteion University.
1992
My involvement in public affairs began with the establishment of the Himarriotes Union, where I served as Secretary General and President.
2009
Since 2009, I have been a member of the General Council of the organization “Democratic Union of the Greek Ethnic Minority – OMONOIA”, which fights for the rights of the Greek minority in Albania.
2014
I returned to and now live in Himarë, where I am active in the tourism and hospitality sector. In the same year, I was elected Vice President of the General Council of OMONOIA. In addition, I became active in its local branch as President.

I welcomed Greek Prime Minister Kyriakos Mitsotakis to Himarë, in a unique moment of national uplift for the Hellenism of Himarë.
May 2023
In the municipal elections, I ran as a candidate for Mayor of Himarë. On 12 May 2023, two days before the elections, I was arrested and imprisoned on fabricated charges. Despite my imprisonment and the climate of intimidation that prevailed, the people of Himarë elected me Mayor of Himarë. Since then, and for 15 months, I remained imprisoned and was denied the presumption of innocence — the democratic principle that citizens choose their local representatives — and as a result, I was not allowed to be sworn in as Mayor.
March 2024
The Albanian court sentenced me, without evidence, to two years in prison.

The Greek people elected me as a Member of the European Parliament, following my highly honorable and symbolic inclusion in the European election ballot of Kyriakos Mitsotakis’s Nea Demokratia party.

Ο Ανδρέας Νικολακόπουλος γεννήθηκε στην Αμαλιάδα του Νομού Ηλείας στις 25 Αυγούστου 1974.
Αποφοίτησε από το 1ο Γενικό Λύκειο Αμαλιάδας και το έτος 1992 πέτυχε την εισαγωγή του στην Νομική Σχολή του Εθνικού και Καποδιστριακού Πανεπιστημίου Αθηνών, και μετά την αποφοίτησή του έκανε μεταπτυχιακές σπουδές στο Διεθνές Εμπορικό Δίκαιο στο Πανεπιστήμιο Essex στη Μεγάλη Βρετανία.
Ως Δικηγόρος
Έκανε την άσκησή του σε Δικηγορικό γραφείο των Αθηνών και το έτος 2000 έγινε μέλος του Δικηγορικού Συλλόγου Αμαλιάδας, όπου άνοιξε το δικηγορικό του γραφείο. Είναι Δικηγόρος Αστικού, Ποινικού και Διοικητικού Δικαίου και μιλάει Αγγλικά και Ιταλικά.
Ενασχόληση με την Τοπική Αυτοδιοίκηση
Το 2014 κατήλθε ως υποψήφιος δημοτικός σύμβουλος, στις Δημοτικές Εκλογές στον δήμο Ήλιδας με την παράταξη του Χρήστου Χριστοδουλόπουλου «Ήλιδα – Νέα Μέρα», που κέρδισε τις εκλογές. Κατέλαβε την πρώτη θέση σε σταυρούς και εν συνεχεία εκλέχθηκε Πρόεδρος στο Δημοτικό Συμβούλιο Ήλιδας για πέντε συναπτά έτη.
Ενασχόληση με την Κεντρική Πολιτική
Στις εθνικές εκλογές της 7ης Ιουλίου 2019, συμμετείχε για πρώτη φορά ως υποψήφιος με το ψηφοδέλτιο της Νέας Δημοκρατίας και εξελέγη Βουλευτής Ν. Ηλείας.
Στις εθνικές εκλογές του Ιουνίου του 2023, επανεξελέγη πρώτος σε σταυρούς Βουλευτής Ν. Ηλείας, με το κόμμα της Νέας Δημοκρατίας.

Vasiliki Pantelopoulou is a lawyer and a member of the Athens Bar
Association. She is a graduate of the Law School of the University of Athens
and holds two postgraduate degrees (LL.M. in International Commercial and

MSc in Master in Business Administration for Law Practitioners from Alba
Graduate Business School, The American College of Greece). She is also a
member of the Board of Directors of the Hellenic Development Bank S.A. She
worked for more than twenty years as an in house lawyer at the Urban
Railway Transport S.A. mainly in the public procurement sector (Law
4412/2016). Since April 2023 she has been the Director of the Legal

Transition S.A.” She participates as a member or as a President in
investment-sector committees and councils such as the Investment Council
of the Portfolio Fund (EQUIFUND I, II), the Investment Committee of the

He has held academic and research appointments as Visiting Research Fellow at the School of Transnational Governance of the European University Institute and at University of Cambridge (Wolfson College, University of Cambridge and the Faculty of Law).
Since 2021, he has been teaching and collaborating with the LL.M. Programme “Public Law and Public Policies” at the Faculty of Law of the National and Kapodistrian University of Athens. He also lectures in professional training Programmes organized by the National School of Judges and the National Centre for Public Administration and Local Government.
Dr. Papageorgiou has authored more than fifty extensive studies and articles covering the full spectrum of Public Law, published in leading legal journals in Greece and abroad. His most recent monograph, published by Sakkoulas Publications in collaboration with the European Public Law Organization (EPLO), focuses on the Law of Sustainable Development.
In 2019, he served as Scientific Legal Advisor to the Parliamentary Committee of the Hellenic Parliament during the Ninth Revision of the Greek Constitution (2019). She is fluent in English and has a very good command of French and
German.
She served for several years in the International Relations Department of the
Ministry of Transport and Communications, representing the Ministry in the
Transport Working Group of the Council of the EU, the Transport Working
Group of the ECMT- OECD, and the Transport Working Group of the BSEC
(Black Sea Economic Cooperation). Furthermore, she has served as a
scientific advisor to the Secretary General of Transport, a scientific advisor to
Members of Parliament, and Director of the Office of the Minister of State
during the period 2012-2014.
She has held positions in key departments of the Consignment Deposits and
Loans Fund (CDLF), including the Local Authorities Loans Directorate, the
Directorate of Revenue Collection and Distraint Measures, the Legal Service
Department , and the (HR) Administrative Directorate, (Head of Directorate)

His research expertise encompasses neurodegenerative diseases and oncology pathology.

In 2023, he stood as a candidate for New Democracy in the national elections and subsequently served as Secretary General for Higher Education. He was appointed Deputy Minister in 2025. Ismini Papakirillou is the Chief Executive Officer of Hellenic Development Bank, a position she
holds since February 2024. Previously she worked for the European Investment Fund (EIF), part
of the European Investment Bank Group, covering European Commission mandates across a
range of different thematics. From 2010 to 2019 she worked for the International Finance
Corporation (IFC), the private investing arm of the World Bank, handling direct investments
across a range of financial instruments, sectors and geographies. Prior to IFC she worked for
three years as a portfolio manager for Global Tactical Asset Allocation strategies at APG
Investments, one of the largest institutional investors in Europe. She has also worked in Paris
and Athens covering investments in industry and private equity.
She has degrees from the Massachusetts Institute of Technology (MIT) and the London School

He was first elected Mayor of Agrinio in 2014 as head of the municipal faction “Agrinio Nea Archi – A Place to Live.” He was re-elected in 2019, and in 2023 secured his third consecutive term as Mayor of Agrinio.
He also served as President of the Regional Union of Municipalities of Western Greece.
From 2019 to 2023, he served as a member of the Board of Directors of the Central Union of Municipalities of Greece (KEDE), while simultaneously holding the position of Chairman of the Committee on Energy, Environment and Waste Management.
He was born in 1966 in Agrinio. He is married and has two children.

Yiannis Razis holds a degree in Mining and Metallurgical Engineering from the National Technical University of Athens (NTUA). Since September 2002, he has been serving as the General Manager of the Hellenic Recovery Recycling Corporation (HERRCO). He has been professionally involved in the field of recycling since May 1993, when, as Project Director at the Hellenic Recovery Recycling Company, he actively participated in numerous working groups both in Greece and abroad, focusing on the promotion of recycling and waste management practices. Before 1993, he collaborated with the Environmental Engineering Division of the Department of Environment at the University of the Aegean, as well as with the Mining Division of NTUA's School of Mining Engineering. He also worked with the Research and Development Department of the Hellenic Industrial and Mining Investments Company. He is an active member of several national and international organizations related to recycling and waste management, including the Technical Chamber of Greece (TCG), the International Solid Waste Association (ISWA), the Solid Waste Association of North America (SWANA), and the Hellenic Solid Waste Management Association (HSWMA). Dr Nikos Sarris is a Senior Researcher at the Multimedia Knowledge and Social Media Analytics Laboratory, of the Information Technologies Institute at the Centre for Research and Technology Hellas. Nikos has been working for more than 25 years in R&D projects as a researcher, project manager and coordinator of large multinational consortia. He has led research and product development related to the assessment of trustworthiness of information found in media content and is now the coordinator of the Mediterranean Digital Media Observatory (MedDMO) and an Executive Board member of the European Digital Media Observatory (EDMO).

Alexandra Sdoukou was born in 1978 and raised in Thessaloniki, with family origins in Grevena
and Ioannina. She holds a Law degree from the Democritus University of Thrace (2000), as
well as postgraduate degrees in European Commercial Law from the University of Bristol (UK)
and in International and Economic Studies from the Athens University of Economics and
Business.
She is a qualified lawyer and a permanent staff member of the Management Organisation Unit
of Development Programmes (MOD S.A.), under the Ministry of Economy and Finance. Since
2004, she has held key positions within the Greek public administration, including at the
Ministry of Economy and Finance (2004–2007), the Ministry of Development (2007–2009),
and the Ministry of Environment, Energy and Climate Change (2009–2015).
She has extensive expertise in the design, management, and oversight of EU co-financed
programmes and public infrastructure projects, as well as in the formulation of national
energy policy. From 2007 to 2015, she served as a senior advisor to various Ministers of
Energy, providing strategic counsel on energy policy and regulatory matters.
From 2016 to 2017, she worked in the private sector before returning to public service in
October 2017 as Special Advisor on energy and mineral resources to Kyriakos Mitsotakis,
President of the New Democracy party. From 2019 to 2023, she served as Secretary General
for Energy and Mineral Resources. On June 27, 2023, she was appointed Deputy Minister of
Environment and Energy, a position she held until March 2025.
On April 7, 2025, she was appointed Spokesperson for New Democracy, Greece’s governing
party.

Dimitris Skalkos was born in Athens in 1971. He graduated from the Department of Political Science and International Studies of Panteion University and holds a master’s degree in International Relations from the University of Kent. Since 2004, he has been working for the Management Organization Unit of Development Programmes S.A. as an executive on the EU co-financed programmes. Mr Skalkos has served for several years as an adviser to the Ministry of Environment, Spatial Planning and Public Works, the Ministry of Agriculture and the Ministry of Economy and Development. He has authored four books on political theory, economic reform and regional development and has published numerous research papers in academic journals. In the period 2019-2024, Mr Skalkos has served as General Secretary for Public Investments and Partnership Agreement at the Ministry of Development and Investments, a member of the Greek National Resilience and Recovery Plan Steering Committee, and a member of the Board of Directors of the Hellenic Development Bank. He is currently serving as the Secretary General for International Economic Affairs in the Ministry of Foreign Affairs and as the Chairman of Enterprise Greece SA.

agency implements in the Prefecture of Achaia and the wider geographical
area, while continuing the work of securing funding for the region, through
programs implemented by the agency, such as LEADER, INTERREG, and
others.
Throughout her professional career to date, she has participated in numerous
conferences and congresses, primarily on issues of agricultural policy and
rural development.
Among other roles, she has served as a representative and member of the
NATIONAL RURAL NETWORK (EAD), Representative of the Greek Local
Action Groups (LAGs) to the European LEADER Association for Rural
Development (ELARD), and has been appointed National Coordinator for the
National Campaign within the framework of the European Rural Parliament
(European Rural Parliament - ERP).
She is a member of the Coordinating Committee of the Greek LEADER
Network and is actively involved in activities related to the role of LAGs (Local
Action Groups – LEADER Bodies) and Multi-stakeholder Development
Companies, by promoting and encouraging initiatives and actions aimed at

He was born in 1980 and grew up in Agrinio. He was awarded with Bachelor’s degree in Law from Democritus University of Thrace. He completed his postgraduate studies at the School of Law of the Democritus University of Thrace (LLM, Civil Procedure). He has been an Ombudsman accredited by the Ministry of Justice, Transparency and Human Rights since 2013. He is a lawyer before the Supreme Court. He has been practicing Law since 2006 as a member of the Agrinio Bar Association. He speaks two foreign languages, English and German. He has completed his military service (Hellenic Air Force). He is married to Lawyer Evi Chr. Pappa. They have a daughter and a son. His involvement in politics began during his student years. He had been regularly elected as a member of the Board of Directors of Law Students’ Association “Costas Varnalis”. He was Secretary of DAP-NDFK of Komotini and a member of the Central Council of DAP-NDFK of HEIs. In the elections of November, 2010, at the age of 30, he was elected first as Regional Councilor with the political group “Zoume Dytika” in Aitoloakarnania. In the elections of May, 2014, he was a candidate for Vice-Governor of Aitoloakarnania with Andrea Katsaniotis’s political group “Mazi, na ftiaxoume ton topo mas”. In Aitoloakarnania, it was Andrea Katsaniotis’s political group that won the elections (52.5%). For many years, with his interventions and proposals to the Regional Council o Western Greece, he has highlighted the need for mitigating intra-regional inequalities, prioritizing regional strategies based on taking advantage of the comparative advantages of each Regional Unit and taking the initiative to add value to anything produced in the Region of Western Greece, by making good use of its human resources, know-how and natural resources. He was elected Head of the Region of Western Greece in June 2019, with his political group “Ola apo tin arxi”, and assumed his duties on 1 September during this year.

University and Interdepartmental Postgraduate Programme in Local and Regional
Development and Local Government. A self-employed professional, he is married and

He was born in Patras on September 25, 1969, the son of Asimakis Fotilas and Aliki Kakouri.
He hails from a family with a long-standing political tradition, dating back to his great-grandfather, Asimakis Fotilas (a chieftain during the Greek War of Independence in 1821), and his grandfather, Aristotelis Fotilas.
He is married to Konstantina Roumelioti, and they have two children, Asimakis and Aliki.
He graduated with honors from the Faculty of Law at the University of Rome, La Sapienza, where he completed a special thesis on “Relations between Church and State – The Jurisdiction of the Church in the Greek Establishment.”
He also attended specialized seminars on European law. He has a very good command of English and is fluent in Italian.
Since 1999, he has been practicing law, specializing in Criminal Law. He is currently completing postgraduate studies in Digital Governance.
He has also collaborated as a lawyer with the National Bank of Greece since 2001. Additionally, he served as a member of the Board of Directors of the “Agios Andreas” Hospital in Patras. Before obtaining his law degree, he worked as a manager and public relations officer for a well-known hotel chain, as well as a commercial representative and supplier of clothing to stores in southwestern Greece.
He has a strong presence in social activities. He has collaborated with numerous expatriate associations and organizations, providing legal assistance and support to many of our compatriots in Italy.

Christos Christodoulopoulos, Mayor of Ilida, was born and raised in the community of Kalyvia Ilidas. He completed his secondary education in the city of Amaliada and subsequently pursued his studies at the Polytechnic School of the University of Bari in Italy, where he obtained a degree in Mechanical Engineering.
In 1984, he was appointed to the Directorate of Technical Services of the Prefecture of Ilia, serving as a mechanical engineer until 1990. He then continued his career in Public Administration, working in services related to earthquake restoration projects across Greece, from where he retired in 2020.
Since 1974, when he began his journey as a university student, he has developed extensive political, professional, social, and trade union activity.
He is considered a distinguished figure in local government, having served for many years as President of the Community of Kalyvia, Municipal Councillor of Amaliada, President of the Municipal Water and Sewerage Company of Amaliada (DEYA), Deputy Mayor of Amaliada, President of the Municipal Committee and Deputy Mayor of Amaliada, Regional Councillor of Western Greece, and Deputy Regional Governor for Financial Affairs.

He was the Secretary General of Digital Governance and Simplification of Procedures of the Ministry of Digital Governance, from July 2019 to July 2023, and had EKOME under his supervision. During this period, significant improvements were made to the cash rebate scheme for audiovisual works in Greece, while the Tax Relief incentive was reactivated, and the Fund of Guaranteeing Loan for Companies Producing Audiovisual Work was established, in collaboration with the Development Bank.
Moreover, he was responsible for planning and implementing Greece’s digital strategy through the Digital Transformation Bible, the strategy for Artificial Intelligence and digital skills, the new Operational Program “Digital Transformation” of the NSRF 2021-2027, the upgrading of KEP and the policy for the simplification and digitalization of procedures through Gov.gr and the National Register of Mitos Procedures.
He has worked in the Ministries of Development, Finance, Education and Religious Affairs, Environment and Energy and Interior, while in the period 2016-2019 he was an advisor to the President of the Official Opposition on issues of State, Public Administration and Education.
